III. Scope of Work The following is a preliminary scope of work that may be modified during contract negotiations with the selected consultant. The preliminary scope of work is intended to outline and describe the range of tasks anticipated for the project but is not intended to be complete. 1. Project Management: This task oversees the project execution, progress reporting, and invoicing. With the expectations of a kick-off meeting organized to set expectations and clarify roles among team members and stakeholders. Monthly progress meetings will be held to monitor advancements, address challenges, and ensure alignment with project goals. Deliverables include the Kick-Off Meeting Agenda and Minutes, agendas and minutes for each monthly meeting, and comprehensive Monthly Progress Reports and Invoices indicating tasks completed, to keep the City and stakeholders informed of the project's status and financial aspects. See invoice requirements under Section VIII Service Provider Requirements. 2. Public and Agency Involvement: This task involves facilitating Technical Advisory Committee (TAC) meetings, attending City Council meetings for updates and presentations concerning the project, and hosting public information meetings and planning workshops to gather public input. Deliverables include TAC meeting records, presentations to the City Council, summaries of meeting and workshop discussions, and public outreach data. 3. Existing Conditions Analysis: This task involves obtaining and analyzing five years of crash data, verifying existing roadway conditions, traffic flow evaluation, safety analysis, and collecting traffic and user data. It includes compiling relevant policies and studies, developing figures to display existing right-of-way (ROW) and features, utility impacts, inventorying and analyzing land use along corridors, and documenting existing and forthcoming development elements. Additionally, it summarizes potential crashes and risks and prepares a technical memorandum of the findings. Deliverables include a summary of policies and studies, GIS crash summary maps, CAD/GIS/PDF maps of existing features, growth rate and Level of Service (LOS) analysis memos, and summaries of existing and proposed land use. 4. Develop Alternatives and Evaluate Recommendations: This task involves reviewing safety concerns with the TAC and identifying improvements for road users. It includes ROW needs for proposed enhancements, applying Highway Safety Manual (HSM) procedures to predict crash reductions, and preparing preliminary cost estimates and benefits. Additionally, CAD and PDF drawings for the improvements will be developed, and a technical memorandum summarizing the findings will be prepared. Deliverables consist of improvement tables and conceptual designs, CAD and PDF drawings and intersection analysis, and a summary of crash predictions and cost estimates. 5. Report Preparation: In the report preparation task, findings will be summarized and undergo a quality assurance/quality control (QA/QC) review. Any comments received will be addressed before submitting the final report for approval. Deliverables include a draft report containing all pertinent documents and a final Corridor Action Plan report that is signed and stamped, ready for submission to the Nevada Department of Transportation.
