Budgeting and Planning 1. The CMR shall provide a total project budget for the owner, including all soft costs. 2. The CMR shall provide budget estimates at the following design phases: i. Schematic Design ii. Design Development iii. 90% Construction Documents 3. At the conclusion of the bidding process, the CMR will develop a Guaranteed Maximum Price (GMP) to be submitted to the Town for approval. The GMP must be determined no later than 90 days after the selection of the trade subcontractor bids. The GMP will be incorporated as an amendment to the agreement with the CMR. 4. CMR shall perform Constructability and Value Management (e.g., value engineering) services working closely with the architect to ensure the program is maximized within the given budget. Scheduling and Logistics 5. The CMR shall develop a Critical Path Method (CPM) schedule and perform monthly updates throughout the Project duration. 6. The CMR shall identify Long Lead items and incorporate these into the CPM Schedule. 7. The CMR shall develop a Site Logistics Plan and a Phasing Plan. 8. The CMR shall develop Site-Specific Safety and Security Plans. These plans should consider the logistics required while performing work on an active school site. Procurement and Bidding 9. The CMR shall develop a Purchasing Plan, including trade packages and work associated with each package to achieve a complete build-out of the Project. 10. The CMR shall ensure compliance with prevailing wage and other CHRO requirements. 11. The CMR shall develop a Bidders List for approval by the Owner, a Bidding Schedule, and prepare Bidding Documents for solicitation. 12. The CMR shall manage the bidding process, including: i. Solicitation of bids, including posting bids on project elements to the State Contracting Portal. ii. Review and bidder scope reviews. iii. Making recommendations to the Owner’s Building Committee for selection of the Lowest Responsible Bidder(s). 13. The CMR shall incorporate applicable requirements and regulations of the Town and other funding agencies into the Bid Documents.
