PROJECT SCOPE: The City of Winooski requests proposals from interested parties for a service contract to provide food concessions at Myers Memorial Pool for the 2025-2027 seasons. Services in connection with this contract shall include: 1. It is expected that the Pool will open to the public the first Sunday in June and remain open through the Sunday before Labor Day each year. The 2025 Myers Memorial Pool seasonal schedule will run from June 2 – August 31, 2025. The selected vendor will have minimum daily hours of operation from 12:30pm - 5:00pm on no less than five (5) days per week (including at least one weekend day), but hours can go to as late as 9:00pm and as many as seven (7) days per week. A concession schedule outside of this schedule is welcome and will be permitted with prior written approval of the City. Please note: The City, at their discretion, may close the Pool due to inclement or cool weather, or due to safety concerns, and shall communicate any such closures through the City’s website (www.winooskivt.gov/pool). Such closures don’t require the Snack Bar to close but may impact traffic. 2. This concession space consists of an approximately 200 square foot service area, which opens both onto the Myers Pool deck, as well as towards Landry Park. The space contains counter and cabinet space, a wash sink with hot and cold running water, electrical outlets, a mop sink, and a small triple basin sink. The selected Vendor will have access to the adjacent restroom for use by staff and customers and will use the adjacent Community Room only for access to the Snack Bar space. No use of the Community Room for storage or programming is allowed without prior approval from the City. 3. The selected Vendor shall have the right to use all concession equipment on the premises. However, the selected Vendor shall be responsible to the City for any damage or loss caused to such equipment on the part of its employees or agents and will provide daily and post-season cleaning of the premises and all equipment. 4. The City will consider proposals that offer physical improvement to the facility. Please note: Any desired temporary or permanent improvement(s) made to the facility by the proposer shall meet all applicable State and/or City codes and/or permit requirements and shall be at the proposer’s expense. All permanent improvement(s) require prior written approval from the City and will become the property of the City at the end of this agreement. 5. The selected Vendor shall not sell any glass bottled items, and wherever possible will sell products and use materials that are recyclable or compostable. 6. All sales shall be made from within the concession area. Vending for special events or promotions may be permitted outside the concession area subject to prior written approval from the City. 7. For the allowance to conduct business operations at Myers Memorial Pool, the selected Vendor shall pay the City 5% of monthly gross revenue receipts from the Myers Pool location, with a minimum total payment of $500.00 per month. All payments must be made by the 15th of each month for the prior calendar month sales. Should the vendor extend their lease of the space, each January an escalator equal to the October to October Consumer Price Index (Northeast) from the prior year shall be applied to the monthly minimum due, with that escalator not to be less than 0%. 8. The selected Vendor shall be responsible for and shall use due care in the hiring, screening, training, scheduling, control and supervision of all personnel whose services are provided under this contract. Background checks for staff are highly recommended given the number of youth served at the site. 9. The selected Vendor shall be responsible for the daily opening and closing of the concession facilities at the Myers Memorial Pool, including securing the exterior door(s).
