A. DESCRIPTION OF WORK The City of Prescott seeks a consulting firm to develop and implement a comprehensive workforce housing strategic plan. The project will create targeted solutions addressing housing accessibility and affordability for the local workforce, with a final strategic plan to be completed by July 2025. The consultant will collaborate with City staff to analyze housing gaps, develop actionable strategies, and create an implementation roadmap supporting the community's economic vitality and housing needs. Regular reporting to the City’s Workforce Housing Committee is required, with implementation activities by the selected firm at a minimum through June 30, 2026. B. SCOPE OF WORK AND SPECIFICATIONS The Workforce Housing Consultant in conjunction with the City will develop a comprehensive housing strategic plan through the following: Strategy Development including: o Conduct a comprehensive analysis of the City’s housing landscape, developing a strategic framework that maps out housing needs, types, and affordability targets for the next 3 to 5 years; o Recommend localized policy/zoning modifications to incentivize affordable development; and o Outline a 2-to-3-year action plan with roles/responsibilities for implementation. Community Engagement including: o Coordinate with department leaders on housing strategy; 4 o Regular attendance at monthly Prescott Workforce Housing Committee meetings. The consultant shall report to the City the status of any potential issues so that the City may have adequate opportunity to investigate, gather information, and respond if necessary; o Facilitate and conduct public meetings through focus groups and interviews with housing stakeholders and major employers to gather feedback on employee housing barriers, provide broad qualitative input, and solicit engagement through the planning process and development of initiatives; o Facilitate regular meetings with city management staff, Prescott’s Workforce Housing Committee, and elected officials to provide status updates and solicit feedback; o Foster relationships and build community organization coalitions with major employers and Prescott Chamber of Commerce to address workforce housing barriers and promote support for affordable housing. Final Plan Delivery including: o Compile findings and recommendations into a cohesive Workforce Housing Strategic Action Plan report; o Present final plan to City Council for adoption. o Direct implementation activities for housing development incentives, zoning modifications, new funding programs and other initiatives identified in the adopted housing plan; Plan Implementation including: o Actively engage and involve stakeholders to finalize plan initiatives; o Conduct public outreach campaign; o Monitor and report on key metrics of program success including housing approvals, affordability ratios, jobs/housing balance and progress updates to city leadership and elected officials.
