30.1 Scope of Work The Operator shall manage and operate a catering program that successfully markets and operates full food and beverage services for meetings, receptions, VIP functions, show floor booths, suites, banquets and related functions, both indoor and outdoor. The Operator must be able to execute events ranging in size from very small to very large with thousands of attendees. The Operator must also be able to execute a broad array of culinary options for the KSFB’s clients, from items that represent the best local casual cuisine to high end dining experiences utilizing Kentucky's finest ingredients and featuring a variety of cultural backgrounds. Banquet operations require constant and timely attention to ensure product quality and customer service to the Clients of the KSFB. Except as otherwise provided herein, the Operator has the limited exclusive right to provide the banquet operations at the Kentucky Exposition Center in locations that are outlined below in 'Specified Location' and in any other space not listed below but which, during the term of the Agreement, may be designated by the KSFB as an additional location for banquet operations. In addition to external events that contract space at Kentucky Exposition Center, the KSFB also owns, manages and produces 6 shows annually. These include the Kentucky State Fair, the World’s Championship Horse Show, the North American International Livestock Exposition, the North American Championship Rodeo, the National Farm Machinery Show and Championship Tractor Pull. Ideas, concepts, and innovative approaches to these catering operations are desired, and the KSFB is requesting that qualified Proposers submit proposals that will detail their vision to manage catering services to support these shows. In addition, the substantial expansion of the licensed external events that the KSFB hosts including tradeshows, conventions, family entertainment, sporting events, corporate meetings, educational, religious, and cultural events is expected to significantly increase the Catering opportunities. Proposers should reference their experience in operating in facilities during times of expansion as well as innovative ideas that they have for increasing the total volume of sales of food and beverages, including alcohol. While the KSFB plans for the Operator to have exclusive rights at the Kentucky Exposition Center to provide all catering food and beverage products and services, including alcoholic beverages, KSFB reserves the right to engage or contract for outside banquet services for certain events. This outside banquet service shall not use KSFB owned equipment. KSFB to limit the use of this option to no more than six (6) times per year. Proposals will be evaluated to determine the Proposers’ operational ability, financial stability, resources, experience, client references, and personnel to successfully develop, implement, and maintain a high-quality catering operation that will provide timely and personalized catering services to contracted clients as well as the KSFB’s six (6) in-house produced events who host their events at the KEC.
