• Regulatory compliance assistance with all federal, state, and local agency permits and documents issued for the Project. Consultant should have experience with the following: o California Environmental Quality Act (CEQA) o CDFW 1602 Permits o U.S. Army Corps of Engineers Nation Wide Permits o Regional Water Quality Control Board 401 Certifications • Survey, Monitoring, Inspection and Reporting Services o Pre-and during construction wildlife and botanical surveys in adherence to regulatory permits issued for Project construction (Swainson’s Hawk protocol level and nesting bird surveys, bat habitat and special status speciessurveys, etc.), on-site environmental training, construction monitoring during dewatering, tree removal, clearing and grubbing activities, preparation of periodic construction monitoring reports suitable for submittal to regulatory agencies, coordination with resource agencies, etc. o CDFW Approved Qualified Biologist or Biological Monitor On-site as-needed to monitor compliance with conditions of the CDFW 1602 permit issued for the Project. o On-site environmental awareness training in support of all pre-construction and during construction monitoring activities. o Archeological monitoring and reporting services for all construction activities to ensure compliance Section-106/SHPO requirements for the Project. Including but not limited to the evaluation of discovered artifacts and onsite monitoring during construction and other ground disturbance activities. Assist District and USACE in communication with Tribal representatives during monitoring activities if necessary. o Prepare and submit to the District names and resumes of all Qualified Biologists and Biological Monitors involved in conducting surveys and/or monitoring work. o As-needed construction contract bid support and construction inspection services including as-needed assistance attending pre-bid meetings and/or site walks, RFP BIOLOGICAL COMPLIANCE AND MONITORING SERVICES support providing responses to bidder for information requests, bidder evaluation, submittal review, etc. o As-needed construction support/assistance with field engineering, as-needed inspection, attending periodic construction meetings, responding to RFI’s/change orders, and other permit compliance on an as-needed basis.
