The Judiciary is amid a digital transformation. The Massachusetts Trial Court’s 2023-2025 Strategic Plan prioritizes digital transformation through “embracing and enhancing technology.” In line with this vision, the courts have made ongoing investments into moving nearly all court functions to efficient, paperless processes, working to provide the necessary support to realize this vision. Digital signage in all courthouses and outside of courtrooms is an integral part of this overall transformation. Digital signage, such as docket displays and building directories, will improve accessibility, increase efficiency, and drive consistency across diverse locations. The Trial Court has already undergone a digital signage design validation project at the Chelsea Trial Court. Displays included digital docket lists outside courtrooms, lobby displays that include a digital floorplan and directory, and screens for each resident department and their specialized content (see Attachment 3, Chelsea Design Validation Visuals). OCM seeks to build upon the Chelsea pilot program to successfully implement digital signage across the Commonwealth. The Office of Court Management (“OCM”) of the Massachusetts Trial Court is seeking qualified bidders to provide a digital signage system throughout the remaining courthouses (96 currently) inclusive of all hardware and commissioning of the system, all necessary infrastructure materials, and labor. The Vendor(s) will oversee, manage, procure, install, and commission digital signage (“DS”) in a timeline and schedule set by OCM, in collaboration with the awarded Vendor. Additional information about the timeline and schedule is provided in section 5.1. This project will be executed in five waves, commencing with an initial “test wave.” The test wave will consist of a small, representative sample of courthouses across the five distinct geographic regions defined by the Massachusetts Trial Court Facilities Department (see Appendix A). This approach will allow OCM and the Vendor the opportunity to implement the system in various locations and test its capabilities. In this way, OCM and the Vendor will validate the system and design prior to implementing a full statewide rollout (see Section 5.1 Implementation Approach). This approach will also allow OCM and the Vendor to apply any lessons learned from the test wave in other courthouses and make any necessary changes to the system. Upon completion of the test wave, OCM and the Vendor will have the opportunity to make any adjustments prior to continuing with the full implementation. OCM, may, at its own discretion, decide to continue, cancel, or limit the scope of the full implementation with the selected Vendor.
