1. Project AWARE was in need of experience with the grant and a quick transition. 2. Contractor is unique in the services being offered and the experience they bring to the project. Due to duress of time, experience in Project AWARE evaluation was necessary. 3. In order to meet federal reporting guidelines, transitioning to new evaluation services in a timely manner was essential. Jem and R, LLC had a current contractual relationship with the Office of Public Instruction and was currently providing such services with another state under their Project AWARE grant 4. This company is working with the 21st Century grant, providing evaluation services. The company is currently evaluating other state wide Project AWARE grants, including Wyoming Project AWARE which allowed for a seamless transition under duress of time, to take on evaluation services for this particular grant.
