3.2 TECHNICAL SCOPE OF WORK Nothing is finite, so if consultants see an opportunity to define better or amend the scope, they should consider those options. Thus, suggestions for improvement should focus on the future areas mentioned as part of the consultant's responsibilities. At a minimum, we expect you to clarify the consultant's role with detailed suggestions. When presenting your proposals, please highlight any similar work you have completed related to the scope segments below. The means and methods used by the consultant shall be described in the response, and the contract will be awarded for the most advantageous proposal. A suggested list of tasks and goals for the project is outlined below. However, the consultant is encouraged and expected to propose methods and scope adjustments that may not be listed here that will help accomplish the goals of this project. 3.2.1 Phase One – Setting the Foundation November to January - 2024 - 2025 (1) The Beginning – Administration: During this step, the committee will be formed, members appointed as normally done, the schedule established, and other administrative steps. We will refine the scope and determine the committee members' alignment with the scope. We would meet once per month during the entire process with a few dates more frequently to move through crucial milestones. • Deliverables: This section is not applicable to the Consultant. The Committee is responsible for selecting members and scheduling meetings. (2) Baseline Information – Site Conditions Issues: We have contracted a technical consultant who is currently reviewing the site and prior reports. The intent is to update the report on today’s values. Additionally, the consultant will look for gaps in the prior reports and generally review any building code issues to determine the building’s general compliance. The consultant is working closely with a dedicated team from the Town Facilities Department to get a hands-on understanding of the current issues. This approach allows us to deliver current day issues. Beyond those technical reports the Town Communications Department is producing a video for the main building to highlight the issues identified in the pending report. We believe that a technical report is not the best method to convey the building’s condition to the public. Seeing is believing as the saying goes. Therefore, the video is a means to articulate that report in a more direct and visual approach. Additionally, we are hesitant to allow access to a building. Therefore, the video also allows the public to see the conditions without requiring a tour. • Deliverables: The Town plans to conduct an updated Building Condition Assessment by February 2025 and is currently working on a Video. The deliverable for the consultant, later, will be to coordinate this information into site description in the introductory chapters of the report.
