A. Vehicle Evaluation. i) Evaluation. The City’s Abandoned Vehicle Investigator shall evaluate the abandoned vehicle in accordance with the City of New Orleans Code of Ordinances, Chapter 66, Article III., Section 66. 101-66, 106 and all applicable federal, state, and local laws and regulations to determine if the vehicle is identified as a junked vehicle. Junked vehicle(s) means a motor vehicle that has been so damaged, deteriorated, stripped, or dismantled as to be a total loss. ii) Request. The City shall provide the Vendor with a work order for vehicles identified by the City for removal from a street, public property/lot, neutral ground, or sidewalk (the Abandoned Location). During special operations, the City may issue work orders to the Vendor to remove junked vehicles from private property/lots. The work order will specify the date the vehicle is required to be removed (the Removal Date). In cases where a work order is issued to the Vendor, but the vehicle is removed prior to the Removal Date, the City will not receive compensation. B. Removal of Junked Vehicles. i) Time Period. Once the City designates an abandoned vehicle as “junked”, and provide the Vendor with a work order, the Vendor must remove the junked vehicle from its Abandoned Location no earlier than the specified Removal Date, and no later than forty-eight (48) hours of the Removal Date. ii) Notification to Registered Owner. The Vendor shall obtain all necessary information for the owner and/or lien holder. The Vendor will comply with all State regulations regarding reporting, notification, and vehicle title procurement as set forth in LRS 32 and LAC 55. iii) Purported Owner. If a person purporting to be the owner of a designated junked vehicle approaches the Vendor and requests that the vehicle not be removed before the Vendor has completed the removal of the vehicle from the Abandoned Page 26 of 63 RFP No::4237 RFP Title:: Removal and Disposal of Junk Vehicles Location, the Vendor is obligated to immediately report to the City the request made by the purported owner. (1) If a City representative is not immediately available to resolve the claim, the Vendor may leave the scene without removal. (2) The City may request that the Vendor leave the Abandoned Location until such time as the claim is resolved. (3) The City may request in writing, using an amended work order, that the Vendor return within seventy-two (72) hours of leaving the Abandoned Location to remove the designated junked vehicle. iv) Release. The City may authorize release of a designated junked vehicle for which a work order for removal has been issued and/or disposal is pending. The City shall provide the Vendor with a written authorization for release that specifies the designated vehicle to be released and the person to whom the Vendor is to release the designated vehicle. The Vendor must release the designated vehicle within seventytwo (72) hours from the issuance of the release authorization. v) Removal of Vehicles Picked Up by the City. The Vendor is required to remove, and transfer junked vehicles picked up by the City in the same manner as is required for disposal of junked vehicles removed by the Vendor. Any junked vehicle removed by the City shall be picked up by the Vendor by means of a work order.
