Feasibility Investigation o Evaluate the services, structural assessment and cost required to rebuild the monument without the fourth plaque. o Evaluate the condition of the Monument and steps and cost to move to a different location. o Assess the logistical and technical feasibility of relocating the Soldiers' Monument to the National Cemetery. o Consider historical preservation requirements and federal, state, or local regulatory approvals needed for relocation. o Consider the structural assessment of the Monument to understand removal and reassembly requirements. 2 . Site Identification and Planning o Collaborate with cemetery representatives to ensure alignment with their design and maintenance standards. If it is determined eligible to be transferred into the National Cemetery, the following will also need to be assessed: 3 . Budget Development o Develop a detailed budget, including the cost of Monument removal, transport, and reinstallation at the new site. o Include additional costs for permitting, site preparation, and associated contracts. o Estimate costs for protecting and minimizing harm to the plaza during removal, including the restoration of any damage. 4 . Plaque Removal o Plan for the removal of the Fourth Plaque from the Monument, ensuring preservation of the artifact. o Include options for storage or archival placement of the removed plaque. 5 . Preservation and Protection of the Plaza o Develop strategies to minimize damage to the plaza during the Monument's removal. o Incorporate measures to restore any affected areas post-removal to preserve the plaza's historical and cultural integrity.
