A. Cooling Centers - Provide services to displaced individuals or those without adequate cooling/heating in their homes within a Targeted Area of the County. A cooling center is a public space, typically air-conditioned, that serves as a temporary refuge for individuals to escape extreme heat during heat waves, allowing them to cool down and avoid heat-related illnesses, especially for those without adequate cooling at home or those who are particularly vulnerable to heat stress. Description of Cooling Centers: Cooling centers can be established in accessible air-conditioned buildings that are open to the public, such as a library, community center, town hall, senior center, or open facility. Other places to alleviate the heat include movie theaters, and retail facilities. The following are common characteristics for community cooling centers: • Air-conditioned • Accessible to all members of public • Compliant with the American Disabilities Act • Have access to restrooms and water • Have access to telecommunication services • Have available seating and/or bedding for all guests • Close to public transportation routes The County shall take into consideration the location(s) of particularly high-risk populations and the ability of the community to access cooling centers. Facility must adhere to all applicable laws and regulations including but not limited to City/County Codes. Examples include any facility that allows individuals sleeping must provide a night watch if the facility does not have a sprinkler system. General Considerations for Selected Cooling Centers: 1. Provide signage at the facility indicating that it is operating as a cooling center. 2. Provide information, instructions, or signage, at the cooling center in multiple languages (including graphics) in commonly used areas. 3. Ensure that cooling centers are open and available to all population groups, including unhoused individuals, LGBTQ+ community and immigrants.
