The administration of Wisconsin Works and Related Programs in various Geographical Regions within Wisconsin as identified in Section 1.6. Wisconsin Works and Related Programs include Wisconsin Works, Job Access Loans (JALs), Refugee Cash Assistance (RCA), Refugee Medical Assistance (RMA), Emergency Assistance (EA), and the optional program of Contracted Child Care. These are described further in Section 1.5. Services shall include: Engagement with prospective, current, and former participants of the programs. Maintenance of organizational supports to ensure the provision of quality interactions and services to families served by the program. Collaboration with the Wisconsin Department of Children and Families (DCF) to ensure compliance needs are met and opportunities for continuous improvement of the program are acted upon. Entities eligible to submit proposals under this Request for Proposal (RFP) are agencies with the capacity to effectively administer Wisconsin Works and Related Programs. Eligible entities include, but are not limited, to: Government agencies, or incorporated entities created by government entities; Private, not-for-profit entities; Consortiums; Private, for-profit entities; and Tribal governing bodies. Joint responses from two or more organizations are eligible to submit a single response as a proposer consortium. This consortium must have one lead agency, who submits the response on behalf of the consortium, and if awarded a contract, will be the fiscal agent. If a consortium responds to this RFP, all entities involved in the consortium must be disclosed in the proposal.
