Requirements and Scope of Work The selected contractor must submit a proposal which details how the business will satisfy the city’s building enhancement activities which include but are not limited to the organizational capacity, scope of work (SOW), budget, and references as noted below. 1) Contractor must provide all materials, technology, and labor necessary to perform the SOW. 2) Contractor must bid on all aspects of the work (traffic, street, sidewalks, sign, and striping assessment). Partial bids will be considered non-responsive. 3) Bid pricing shall be in unit cost for each type of work performed. 4) All work shall be in compliance with all appropriate federal, State of Maryland, and Prince George’s County (infrastructure) codes. 5) Work is expected to begin within five (5) business days of executing the award. In addition to construction labor. The City seeks an experienced and known engineering and/or traffic firm based in Maryland or the District/Virginia region to conduct a comprehensive assessment of all streets/roadways, sidewalks, traffic signs, and road striping including but not limited to the below tasks; – The purpose of each assessment is to establish the current baseline for the quality, alignment and functionality of the City’s streets, sidewalks, signage, and striping to inform the creation of a holistic, multi-year paving and maintenance plan. : I. Streets Assessment: -Multi-year paving and maintenance needs such as pavement quality, cracking, potholes, and wear), signs, and road striping. - Drainage and water pooling issues - Curb alignment and condition - Intersection design and functionality - Identify streets in need of repair, resurfacing, or reconstruction. II. Sidewalks Assessment: - Assess the condition of sidewalks, focusing on: - ADA compliance (ramps, slopes, surface condition) - Trip hazards (cracks, upheavals) - Continuity of sidewalk networks - Obstructions or encroachments (trees, poles, etc.) III. Traffic Signs Assessment: - Inspect all traffic signs (regulatory, warning, and guide signs) for: - Visibility and reflectivity, particularly at night - Proper positioning and mounting height - Compliance with the Manual on Uniform Traffic Control Devices (MUTCD) - Signs that are missing, damaged, faded, or obstructed which could be confusing or redundant
