Technical/Functional Requirements • Conduct an external evaluation of DRACO as described in the evaluation section of the funded application. • Conduct an annual visit, if helpful, to assess implementation of DRACO and gather feedback from project participants and stakeholders. • Prepare Annual Evaluation Reports to be submitted to the Executive Director of Grants and Sponsored Programs and the Project Director on or before December 1 of each year that compare achieved annual outcomes with planned/targeted annual outcomes and assess the ongoing impact of DRACO. • Assist project staff with monitoring progress toward meeting the activity objectives, key performance measures, and annual outcomes/targets. • Make recommendations for ongoing improvement of strategies/tasks throughout the funding period and for institutionalization of the strategies/tasks after the funding period. Scope of Work 2 • Participate in virtual, bi-monthly conferences with the Project Director; and Participate as an advisor to the Title III Steering Committee, when possible. • The Client will collaborate with the Consultant as a partner in completion of the project evaluation and with preparation of each Annual Evaluation Report. Specifically, the Client will perform the following: - Host an annual onsite evaluation visit by the external evaluator during each spring of each grant year, if needed. - Conduct data collection and related analyses necessary to support the project evaluation. - Provide project documentation, data, information, and input necessary to ensure effective evaluation of the project. - Review and critique evolving drafts of each Annual Evaluation Report and provide elaborations, corrections, examples, and data as needed to support evaluation observations. - Seek official clarification from the Title III program office should issues/questions arise related to implementation of the project. - Manage the Title III Steering Committee charged with supporting implementation of the grant in accord with the vision of DRACO; and
