The purpose of this RFSP is to select an Offeror to serve as the due process training entity which will provide staff development and training to a small cadre of up to 15 hearing officers who preside over special education disputes throughout the state of Illinois. In addition to demonstrating basic mastery of the relevant provisions contained in the Illinois School Code, Title 23 of the Illinois Administrative Code Part 226, and Individuals with Disabilities Education Act (IDEA; Public Law 108-446), the successful Offeror must be able to present a structured and coherent plan of training and support to ensure that all hearing officers will be comprehensively trained in the foregoing provisions as well as the process of conducting special education due process hearings as set forth under federal and Illinois law and related federal and state regulations and standards, or other guidance issued by Illinois State Board of Education (ISBE).
