The Project Advisor shall work with the County Project Manager to: • Negotiate the FHWA grant agreement for the SRT/SSC. • Develop a project delivery plan that considers the benefits, costs, risks and opportunities of alternative project delivery mechanisms permitted by FHWA and South Carolina. • Coordinate decision-making among County agencies to achieve timely project development decisions. • Develop scopes of work, independent cost estimates, evaluation criteria, and decision memoranda for the use of the SCDOT On-Call Professional Services Contracts for Local Public Agencies in selecting a Program Management Consultants and General Engineering Consultant for the SRT/SSC. • Support an approach to right-of-way acquisition that meets the requirements of 49 CFR Part 24 - Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally-Assisted Programs. • Coordinate with FHWA on the appropriate class of action under the National Environmental Policy Act, as well as the conduct of related alternatives analysis and technical analyses that may be required.
