The transparency Vendor will be required to provide medical care and provider cost information to KEHP members and their dependents that will allow members to make informed decisions when selecting health care or choosing among alternative treatments and providers. The purpose of this RFP is to obtain tools designed to provide to KEHP members information on both the price of medical care and treatment, as well as quality comparisons between healthcare providers, including outcome measurements and other measures of safety, effectiveness, timeliness, efficiency, and equity. The transparency tools should provide KEHP members information that is sufficient to allow the members to make cost-effective healthcare choices. The Vendor must be able to track the members’ healthcare choices based on their claims data and provide incentives to members who seek higher-value care. The Commonwealth is interested in receiving proposals from transparency Vendors with proven experience in utilizing the most innovative, state-of-the-art services and technology available in the industry today that will drive healthier behaviors and outcomes while minimizing healthcare and member costs.
