1) Vendor shall be thoroughly familiar with the Cost of Base Realignment Actions (COBRA) process used in previous BRACs. 2) Vendor shall collect information regarding the designated installations and surrounding communities relevant to past and anticipated Base Realignment and Closure (BRAC) scoring criteria. The State and regional groups will assist in providing this information. Information collected shall be included in quarterly reports and regular communications with the NC MAC. 3) Vendor shall develop a Strategic Representation Plan within the first ninety (90) days after contract award. 4) Vendor shall assess and analyze the potential impact of recommended actions in Force Structure Reports and Strategic Basing Plans on the possibility of realignment or downsizing of forces from each service that are currently stationed in North Carolina. This information shall be included in quarterly reports. 5) Vendor shall facilitate close working relationships with the States/NCMAC’s congressional delegation, congressional committees, and federal agencies to advance priorities, especially Department of Defense matters related to NC Hosted Military installations, US Coast Guard and National Guard. 6) Vendor shall maintain a robust advocacy program for the NCMAC, and for military-defense issues as they relate to NC's second largest economic sector, with Congressional leadership, the Executive Branch, DoD and DHS. The program will include, but not be limited to, no less than three (3) personal discussions with Capital Area Key Influencers per quarter. Such interactions, the topics of discussions and any significant results or action items, will be reported in writing to the NCMAC at each NCMAC quarterly meeting. 7) Vendor shall assist in securing Federal grant funding. For example, assist a community with an OEA grant request for Joint Land Use Study (JLUS) implementation. 8) Vendor shall provide Legislative, Political and Regulatory Research on selected topics provided by NCMAC and DMVA. 9) Vendor shall maintain regular communication with the Chairperson of the NCMAC and make quarterly written reports to the Commission during quarterly NCMAC meetings of all meetings and discussions that advance North Carolina’s strategic objectives as described in 5.2.6 above. A quarterly report example shall be included in the proposal. 10) Vendor shall prepare or help the State/NCMAC prepare correspondence, applications and other critical documentation that advances the State’s/NCMAC’s strategies, goals and or opportunities. 11) Vendor shall provide Planning and Logistical support for and during NCMAC Washington DC visits (two (2) times annually) including arranging for, and participating in, meetings with federal lawmakers and agency officials. Additional trips may arise and be coordinated with a set fee schedule included in the proposal. Any additional travel shall be approved by the NCMAC and Vendor shall be paid per diem rates. 12) The NCMAC meets quarterly. Virtual participation in the NCMAC executive steering group, and quarterly NCMAC meetings is expected as part of this contract. Virtual participation in quarterly committee meetings as needed 13) The Vendor will provide quarterly reports to the NCMAC Executive Director that details the vendor’s hours expended on North Carolina objectives.
