The Contractor should possess extensive experience in order to provide high-level training and support to the AOC HR Director, AOC HR Deputy Director, and team in the following areas specific to the New Mexico Judicial Branch and the Administrative Office of the Courts: • Designing, developing, and implementing New Mexico Judicial Branch human resource practices, policies, and procedures. • Designing, developing, and implementing NMJB training for managers and staff, that supports compliance with the NMJB Personnel Rules, policies, and practices. • With the NMJB personnel complaint and investigation process develop training and procedural manuals for other HR professionals. Page 5 of 24 • Developing and implementing NMJB strategy for the statewide HR and leadership functions for the betterment of the NM judiciary. • Providing direct support to the AOC HR Director and team advising justices, judges, managers, and staff in the application of the NMJB Personnel Rules, and policies, to provide direct support to the AOC HR Director and team. • Providing direct support to the AOC HR Director and team in developing and establishing goals, and procedures for the successful operation of the NMJB AOC HR Division. • Drafting, preparing, and analyzing the NM judiciary's compensation plan, and salary projections based on historical data, and current policies. • Preparing and reviewing AOC HRD compensation plans, and implementing compensation movements. • Developing and preparing Classification and Compensation Plans. • Developing and initiating competitive market surveys for the NM Judicial Branch and the AOC HRD Director. • Managing the NMJB classification study and audit process, creating and reviewing job descriptions, and the measurement and pay range assignment and audit process. • Reviewing, and analyzing legislation bills, performing extensive research, preparing bill analyses and fiscal impact reports (FIRs) to assess the impact of proposed legislation on the New Mexico Judicial Branch and the Administrative Office of the Courts.
