Task 1: Review and Analysis • Conduct a thorough review of the City’s Strategic Plan, departmental business plans, existing performance measures, and relevant documents supporting the development of the FY26+ Strategic Plan. • Strategic priority setting will be carried out by the Office of Strategy & Innovation in consultation with City Council and the City Manager’s Office in early 2025 and these materials will be made available to the consulting firm. Task 2: Development of Performance Measurement Framework • Develop a performance measurement framework that aligns with the strategic priorities, is human-centered, and facilitates data-driven decision making. • Identify key performance indicators (KPIs) for each strategic priority area. The Strategic Plan includes six (6) key focus areas and we anticipate 3-4 strategic priorities for each key focus area. This is subject to change based on City Council’s direction. • Identify qualitative and quantitative performance measures for specific initiatives within the Strategic Plan, as applicable. Strategic initiatives will be developed for each strategic priority within the key focus areas in the Strategic Plan. We anticipate 50-75 strategic initiatives, but this is subject to change based on City Council’s direction. • Ensure KPIs are SMART and reflect both short-term and long-term goals. • An effective performance management framework will serve as a blueprint for other performance management efforts at the City. Task 3: Setting Performance Measures • Collaborate with City departments to set realistic and ambitious performance measures, considering data availability, quality, and management. • Validate and refine performance measures through stakeholder engagement and feedback.
