Please note: This is a Sole Source Notification. This is a notice of intent to award a contract as a sole economically feasible source to Deloitte Consulting, LLP for Maintenance and Operation (M&O) support for Illinois Disease Surveillance System (IDSS) and Long-Term Licensing and Certification Systems (LLCS). The current Deloitte contract ends January 7th, 2025. Procurement delays have caused the new RFP (B-42566) to post later than expected, leaving little or no time to award a new contract and, if necessary, provide the time needed to transition to a new vendor. The RFP due date has been further extended due to requests from interested Offerers resulting in pushing the timeline back by an additional 2-4 weeks. The original project timeline has experienced delays as well. Software acquisition caused delays during the initial term of the contract. In addition to this, resource management has caused delays in the QA and UAT portions of the go-live. Subsequently, as the UAT has been completed bugs in the system have been identified that needed to be addressed prior to the steps being taken. These unforseen delays have contributed to the reasons why the full scope of work was not completed under the existing contract. At the time of contract expiration (1/7/25) all aspects of the original scope of work will be completed to the State's satisfaction except for the final go-live. In order to maintain system integrity and ensure timely completion of the overall project it is essential that services continue until such time as a new, competitively procured, contract can be put in place.
