A. OBJECTIVE The objective of the County is to contract with Consultant(s) experienced in all aspects of governmental relations to promote the interests of St. Johns County before Federal and State governments, for the purpose of securing funding for capital improvement projects and to advance the County’s objectives before elected and agency officials in the Federal and State governments. St. Johns County shall select a firm for each Tier identified below. TIER I The Consultant shall consult with the County and advocate and advise on its behalf on those issues the County deems necessary and appropriate, including representing the County before officials in the Executive Office of the Governor, Cabinet agencies, other agencies of state government, and the Florida Legislature. The Consultant shall protect the County’s interests on all matters related to the budget, policy, regulatory framework, and management practices of the state government. The Consultant shall develop partnerships with local constitutional offices and special districts as deemed appropriate. The Consultant shall also provide support and advocacy for projects identified by the County that may require and utilize Federal funds as a match to a state grant application or state appropriations request. TIER II The Consultant shall consult with County staff and advocate and advise on its behalf on those issues the County deems necessary and appropriate, including representing the County before officials in the White House, the Executive Office of the President, agencies of the Federal Government, and the U.S Congress. The Consultant shall protect the County’s interests on all matters related to the budget, policy, regulatory framework, and management practices of the Federal government. The Consultant shall develop partnerships with local constitutional offices and special districts as deemed appropriate. The Consultant shall also provide support and advocacy for projects identified by St. Johns County that may require and utilize State funds as a match to a Federal grant application or Federal appropriations request. In alignment with capital projects or other initiatives, the Consultant shall provide full-service communication solutions designed to enhance the County’s reputation, streamline internal and external communications, and effectively manage crises. TIER III The Consultant shall consult with County staff and advocate and advise on behalf of those issues the County deems necessary and appropriate. This highly specialized Consultant will secure funding and policy changes to facilitate the County’s resiliency agenda.
