The Consultant shall provide a team of licensed engineers, certified inspectors, and certified material testing laboratories led by a qualified Project Manager that shall meet the most current applicable standards and regulations. Upon request, the Consultant shall be able to provide certain services such as geotechnical reports, hazardous materials analysis, foundation design, and pavement design. The inspectors and laboratory technicians assigned to the City projects shall be certified and experienced in conducting tests outlined in this scope of work. Tests required for most City projects may include the following, but are not limited to (all tests shall be performed and met the most current applicable standards and regulations requirement): Soil Testing: • Sieve Analysis: Coarse and Fine • Sand Equivalence Analysis • Modified Proctor Tests • In-Place Nuclear Density Test • Moisture Density Determinations • Resistance “R” Values • Liquid Limit, Plastic Limit, and Plasticity Index Concrete Testing: • Concrete Mix Design Review • Compression Tests of 4” x 8” and 6" x 12" Cylinders • Storage of Concrete Cylinders Steel Testing • Tensile and bend tests of reinforcing steel, No. 2 through No. 8 bars • Tensile and bend tests of reinforcing steel, No. 10 bars and above • Steel fabrication and weld inspection in accordance with American Institute of Steel Construction (AISC) and American Welding Society (AWS) standards Bituminous Testing: • Compacted Density • Stability of Compacted Bituminous • Bituminous Asphalt & Moisture Content • Asphalt Content of Bituminous Paving • Gradation of Extracted Sample Hazardous Materials Testing Testing shall be performed by National Voluntary Laboratory Accreditation Program (NVLAP) and American Industrial Hygiene Association (AIHA) accredited laboratory: • Flame Atomic Absorption Analysis for lead-based paint US Environmental Protection Agency (US EPA) (EPA Method 3050B/7420) • X-ray Fluorescence (XRF) testing for lead-based paint • Flame Atomic Absorption Spectrophotometry for lead (EPA Method 3050A with acid digestion) • Mold inspection – Tape lift and bulk samples; Air sampling • PCB & light tube-based inspections
