A. Develop a comprehensive analysis of the Sam Rittenberg Boulevard corridor based upon existing planning concepts from the City’s Civic Design Center and Plan West Ashley for multimodal transportation use, potential future redevelopment, economic investment, and public realm improvements. The analysis should also take into account Old Towne District Transportation Improvements project currently underway by Charleston County Public Works. B. Conduct one public informational meeting with community members and stakeholders. C. Create a concept plan for rebuilding the Sam Rittenberg Boulevard right-of way, including a phasing plan by section , cost estimates for each section, and a section prioritization list D. Prepare 30% engineering design drawings to generally include: a. Complete topographical survey of the corridor segment per SCDOT preconstruction survey manual. b. Complete utility engineering survey, identifying utility conflicts, reviewing and improvements to corridor stormwater infrastructure c. Complete traffic analysis and pedestrian quality analysis d. Right-of-way components such as travel lanes, transit and multi-modal accommodations, operational equipment, stormwater facilities, etc. e. Streetscape improvements to include lighting, pathways, landscaping, etc. f. All documents will be submitted to relevant review bodies including, but not limited to, City of Charleston Technical Review Committee, SCDOT, and Charleston County Public Works.
