1. Permitting Requirements 1.1 Necessary permitting for any installation as part of this RFP is the responsibility of the contractor. 1.2 It is possible that not all bus signs replacements or other new installations will require permitting. 1.3 ETD at its discretion may offer to assist the contractor in the permitting process. ETD maintains good relationships with municipalities and state agencies and could assist to help make the permitting process smoother. This assistance could come in the form of meeting with stakeholders, public meeting assistance and any other assistance at ETD’s discretion. 1.4 Signs shall be installed within 30 days of receiving a permit. 1.5 Permitting work shall be paid as outlined in the price schedules section. 1.6 Permit fees should not be included as part of the cost. Instead, vendors should vendors should invoice all permit fees to ETD. 2. Sign Replacement, New Sign Installation, and Signpost Installation 2.1 Contractor shall replace old legacy system signs with new RVT signs on existing signposts, poles and other fixtures. 2 signposts will also be installed as part of this first task as priority stops. This will represent the first task in the project scope. This work can begin immediately after a contract is signed. Project phasing details can be found in Appendix B. 2.2 After the legacy signs are replaced, the larger task of adding new bus stop signs will begin in spring/summer 2025. Many stops will also require installation of signposts to attach the new RVT signs. 2.3 The Contractor is responsible for any permits required by municipal or state authorities for bus signpost or bus stop installation. It is possible that not all bus signs or signposts will require permits. Any permitting fees should be sent to ETD for invoicing. 2.4 All signposts must be installed so that they breakaway during a collision with a vehicle for safety. 2.5 Wherever possible contractor will work to install signs on existing infrastructure including signposts or poles. ETD will have a complete list of stop locations and existing conditions. This will provide an good estimate of the required materials as well as current conditions of the stop site. ETD will make recommendations of locations where signs can simply be added to existing signposts, poles and other potential sign fixtures. 2.6 ETD requests multiple options and corresponding quotes for different style signposts. Different signposts may be more or less applicable based on the individual stop locations. A minimum of U Channel, Square, and a decorative signpost option. 2.7 The contractor is responsible for transportation of the bus signs from 91 North Main Street, Middletown CT 06457 and any equipment, materials, and labor necessary for installation. 2.8 The contractor is responsible for any disposal of signs removed. 2.9 The contractor will take photos of replaced/installed signs and signposts to document work. Both sides of the signs should have pictures. These photos will also be used as part of an inventory ETD will create. 2.10 All sign installation and replacement work will be paid as outlined in the “Bus Stop Installation and Bus Signpost Procurement Price Schedule”. 2.11 Each bus sign installation shall include tamper resistant materials to limit theft of installed signs.
