The City of San Diego (City) Engineering and Capital Projects Department (E&CP) provides project services, including technical and operational support, engineering, design, and construction management for the Capital Improvements Program (CIP) and the oversight of the development of public infrastructure and facilities, including water and sewer projects (facilities and pipelines), transportation projects (roadways, bridges, pedestrian/bike paths, traffic signals, etc.), buildings, parks, storm drains, Americans with Disabilities Act (ADA) improvements, restoration activities, and other engineering-type projects. Local, state, and/or federal funds shall be used, and the Consultant shall provide services to ensure planning and permitting activities remain in compliance with jurisdictional regulations and related expenditure guidelines. The Environmental and Permitting Support (EPS) Section within E&CP provides environmental and permit assistance throughout various phases of CIP projects, including preliminary engineering, design, construction, and post-construction. EPS ensures that CIP projects (along with other assigned public projects) comply with all local, state, and federal requirements. Conducting early reviews of proposed CIP projects, EPS provides advisory guidance to avoid and minimize permitting requirements and identifies needed permits and further California Environmental Quality Act (CEQA) review requirements. Project designs are thoroughly examined by EPS to meet permit requirements from local, state, and federal agencies, with the goal of minimizing environmental impacts. The team prepares and submits application packages, oversees consultants, and collaborates with project teams to promote designs that are context-sensitive. EPS also engages in negotiating permit requirements, actively seeks programmatic permits for efficiency, and conducts reviews of technical studies. The Entitlements & CEQA Compliance (ECC) Section of E&CP collaborates with the EPS Section on projects requiring either a local discretionary permit and/or various state and federal permits. This includes processing local development permits (i.e. City Coastal Development Permits and/or Site Development Permits) for CIP and public projects that may be located in Environmentally Sensitive Lands (ESL), involve historical/cultural resources, and/or located in the Coastal Zone. ECC prepares environmental documents in accordance with both CEQA and National Environmental Policy Act (NEPA) requirements, as applicable, and directs the specialized work of outside environmental consultants. ECC is also responsible for meeting noticing requirements per local, state and federal laws.
