The Maryland State Board of Elections (SBE) plans to procure a curing by text solution to use in the statewide 2026 elections. In 2023 the Maryland General Assembly required that voters be allowed to use texting to cure a ballot submitted without a signed oath (Chapters 151 and 152). As part of the planning phase, we would like to learn about available or planned solutions that meet relevant Maryland State laws and regulations and can be acquired, integrated, and fully implemented for the 2026 elections and beyond. The solution should provide the elements critical to a successful text to cure solution: use of individualized PINs, compliance with SBE’s existing online voter identification requirements, wireless carrier validation, fully provisioned CTIA, audit capabilities, validation of users' wireless carrier number, the ability to trace back the device that cured, ADA functionality, applicability across all 24 local election jurisdictions in Maryland (which are collaboratively administrated by both the State and the localities), and other functions. It is preferable that the solution does not require the user to download an application or place anything on their phone.
