This project is an exciting opportunity to be involved in the creation of the next state Olmstead Plan, in which people with disabilities (consultants with lived experience, or “CLEs”) will be deeply involved in co-creating the Plan with the agencies. The CLEs will write a new Plan alongside staff from Olmstead Subcabinet agencies. CLEs and the state agencies will collaborate in agency teams focused on specific topic areas, with support from OIO and the Olmstead Compliance Office. DHS seeks a qualified contractor to carry out two primary tasks: 1) Produce a report describing best/promising practices in eight disability policy focus areas, with the potential to add additional areas later in the process: education, employment, health and health care, home- and community-based services, housing, positive supports, prevention of abuse and neglect, and transportation 2) Engage subject matter experts to provide technical assistance to CLEs and Subcabinet entity staff in writing Olmstead Plan goals and strategies related to the focus areas Best/promising practices report The contractor will produce a report detailing evidence-based best/promising practices, policies, programs, and strategies to promote community integration, increase decision-making power and improve quality of life for people with disabilities in approximately eight topic areas: • Education • Employment • Health and health care • Home- and community-based services • Housing • Positive supports • Prevention of abuse and neglect • Transportation
