1. Review and recommend revisions, if appropriate, to the project master Schedule, Construction Budget and permitting plan developed by the OPM. 2. Review and comment on the completed Schematic Design estimate that will be developed by the Designer’s third-party cost estimator. 3. Prepare a detailed construction cost estimate for the Design Development phase of the Project. Estimate to be provided in both CSI and Uniformat. This estimate is critical in finalizing the scope of the project. (Additional estimates discussed below.) 4. Develop the scope of work and prepare bid packages in concert with the OPM and Designer for each trade to be bid and participate in the prequalification and qualification of each of the Trade Contractor and other subcontractors as defined by law. 5. Attend regular project meetings and special meetings for the exchange of information concerning the project, review of design progress, permits and approvals, and provide immediate feedback on all issues related to cost and schedule. 6. Review the design documents and other construction documents and make recommendations to MFOC as to value engineering, constructability, suitability of materials and equipment, scheduling, time, methods and sequence of construction, and the clarity, consistency and coordination of documentation. 7. Perform periodic detailed cost estimates for the entire construction and for phases or portions of the work as directed by MFOC, and work with the project designer to reconcile differences. 8. Perform detailed cost estimates and value engineering analyses during the development of the Construction Documentation phase at the 60% Construction Documents and 90% Construction Documents milestones of the project. The CM shall work with the OPM and Designer to reconcile differences. 9. MFOC may require additional cost estimates to confirm budget due to modifications made via design workshops. The CM shall work with the Designer to reconcile differences. 10. The CM shall assign a professional project scheduler possessing design and construction experience. If deemed qualified by MFOC, the CM can assign an in-house scheduler. Develop a detailed critical path method (CPM) schedule that identifies all design activities, permits and all other activities required to be completed before construction activities can begin and a preliminary construction schedule. 11. Develop phasing plans for completion of construction in conjunction to the schedule to indicate impacts and coordination with neighbors in close proximity. Examples of the issues the phasing plans must address are parking and site access, continuation of utilities, traffic issues from deliveries and construction impact mitigation to abutters. 12. Recommend and develop any enabling work bid packages as required by the schedule. 13. Develop and present a Guaranteed Maximum Price proposal under preconstruction services including all required elements. Provide all sub-GMP’s as needed to Early Trade Packages (should they be deemed necessary and advantageous to the Owner). 14. Develop and supply a list of subcontractors interested and information on possible subcontractors, including suppliers, and your firms past experience working with said subcontractors. Perform and oversee all bidding including issuing of Bid Documents, Addenda, receive questions from bidders and forward to appropriate parties, receives and logs all bids. 15. Assist the project Team and MFOC with Public Presentations of the proposed design and related cost as required. Attend said meetings if required by the MFOC. 16. Work in harmony with Commissioning Agents (Cx) and incorporate required Cx documentation into project planning and scheduling.
