The Contractor shall provide equipment, operators, laborers, and supervision for debris removal, reduction, and disposal of all debris from the Department of Transportation and Development (DOTD) Right-of-Ways within the appropriate Region(s). All debris removal and disposal will be in accordance with: Louisiana Department of Environmental Quality’s Comprehensive Plan for Disaster Clean-up and Debris Management (Most Current Version); all Local and State Burning Requirements (if burning is allowed); FEMA Public Assistance and Hazard Mitigation Grant Program and FHWA Emergency Relief Program. The Contractor is responsible for acquiring/obtaining, setting-up/developing, maintaining, operating, and properly closing-out all debris management sites used for staging and reduction sites. The work shall consist of removing any and all debris from state owned right-ofways only, including roads, bridges, structures, and drainage ditches in the appropriate Region(s). Work shall include: 1) examining and sorting debris to determine whether the debris is burnable or non-burnable or requires other specific disposal procedures; 2) loading and sorting the debris; 3) hauling the debris to an approved debris management site; 4) reduction of vegetative debris and materials; and 5) final disposal of the debris.
