3.1 Device Provisioning • Provide E-Rate eligible portable Wi-Fi hotspot devices that comply with program requirements. • Ensure devices include features such as reliable connectivity, durability, and userfriendly interfaces. 3.2 Service Implementation • Deliver mobile data services with a per-line cost not exceeding $15/month (prediscount). • Activate and configure devices for immediate use by students upon deployment. 18 3.3 Program Management • Provide an inventory management system to track device allocation, usage, and returns. • Offer data usage reporting, enabling JCPS to monitor compliance with E-Rate guidelines. 3.4 Misuse and Inactivity Management • Include protocols for monitoring device usage, identifying misuse, or non-use for approximately 60 consecutive days. • Provide timely notifications to JCPS about inactive lines of service. • Implement procedures for deactivating services when devices are misused or unused, following a 30-day notification period for JCPS to take corrective action. • Ensure deactivated lines do not incur additional charges for the unused portion of the plan. 3.5 Training and Support • Provide training materials and resources for JCPS staff to manage the program effectively. • Offer ongoing technical support and maintenance services. 3.6 Compliance and Recordkeeping • Ensure compliance with all E-Rate rules, including usage monitoring and acceptable use policies. • Maintain a record of loaned devices and services, including make/model, serial numbers, loan periods, and service details, for a minimum of 10 years.
