Mandatory Requirements To be eligible for consideration, an offeror shall meet all mandatory requirements noted herein. The State will determine whether an offeror's proposal complies with the requirements. Proposals that fail to meet any mandatory requirements listed in this RFP will be deemed nonresponsive. The Traffic Data Collection and Analysis Section (TDCA) of the Montana Department of Transportation is looking for solicitations to produce a Traffic Monitoring Handbook. The Federal Highway Administration requires each state to produce and update a manual or handbook describing the processes and procedures the state uses to adhere to the Traffic Monitoring Guide (TMG) and document any variations. TDCA has process documents for many individual tasks and a summary of the general functions of the sections. All available documentation will be provided. Additionally, gaps in documentation will inevitably appear, and the consultant will be responsible for contacting a point person who will be responsible for collecting and providing that information. As the handbook is required for all states, other existing handbooks may be used as guides for formatting. The consultant will submit individual chapters upon completion for review by TDCA staff. Each revision and final draft will also be circulated for review. The text will be submitted in Microsoft Word and Excel format for tables, diagrams, etc. The consultant is responsible for all diagrams, figures and details. The Manuals will be prepared in a fully hyperlinked HTML format ready for electronic posting. The intended audience of the MDT Traffic Monitoring Handbook will be multifaceted: the handbook is required by FHWA but will also cater to new and existing employees within the section, other employees and managers within MDT, or simply any member of the public who wishes to learn about the practices, procedures, and policies MDT/TDCA uses in the interpretation and implementation of traffic monitoring as outlined in FHWA’s Traffic Monitoring Guidebook (TMG). While MDT follows the guidance of the TMG, the agency has further processes and needs documentation on Montana-specific procedures acquired over several years of state and region-specific traffic data collection. Provision of Services The contractor will create a handbook that will outline and detail the processes of the three distinct but inter-related functions of TDCA: 1) the installation, operation, and maintenance of permanent traffic count sites, 2) the statewide collection and compilation of short-duration traffic counts, and 3) the synthesis of all the collected data to create useful information for internal and external data users, including the Federal Highway Administration (FHWA). With appendices and tables/lists of figures, Traffic Monitoring handbooks from other states range from 40-100 pages in length.
