PROJECT BACKGROUND The San Bernardino County Transportation Authority / San Bernardino Council of Governments (SBCTA/SBCOG) Active Transportation Priority Projects Outreach and Engagement project (Project) will leverage outreach and community engagement to inform and refine a countywide Priority list of Active Transportation Projects (PATP) and applications for funding opportunities. SBCTA/SBCOG developed a draft PATP through data analysis and limited engagement with local jurisdiction staff and prominent community advocates. The PATP ranks active transportation projects that have been submitted by cities through methodology based on competitiveness, demand, and connectivity to other active transportation facilities. Projects were identified as “top projects” that SBCTA/SBCOG has determined would be competitive projects for Caltrans’ Active Transportation Program (ATP) and potentially other funding opportunities. The projects include bike paths and pedestrian pathways through various cities within the San Bernardino County with the goal to provide better connectivity within the region. These projects are at various stages of design and pre-construction and require community engagement for refinement. Through this scope, the Project will engage with 5-8 jurisdictions in San Bernardino County who have highly ranked projects in the PATP and conduct community engagement for these projects. SBCTA/SBCOG is currently in conversation with jurisdictions to determine which jurisdiction’s project would benefit from community engagement. The feedback received will inform the project’s design and construction elements for future grant applications and ensure the projects capture the jurisdictions’ and SBCTA/SBCOG priorities. Significant in-person and virtual community engagement, particularly in unincorporated and rural areas, will ensure limited funding resources are focused on well-informed projects that better position jurisdictions and organizations to secure implementation funding.
