1.2 Scope of work The selected Contractor shall be expected to work closely with designated City of Portland personnel to perform the tasks described generally below. The successful Proposer(s) shall provide all labor, supervision, tools, materials, equipment, and incidentals for services associated with sump system cleaning and testing within the City of Portland Bureau of Environmental Services service area, with a typical task order value between $15,000 and $50,000. However, Task Order values outside this range will be considered within the scope of the contract at the Owner’s sole discretion. The Proposal Cost Form (Attachment 2) will establish unit costs for a range of bid items typically requirement to complete the work under the Contract. All Task Orders will be based on the bid items required for the scope of work unless required work elements are not covered by the available bid items in which case the Owner may negotiate a maximum price for the work or direct the Contractor to complete the work on a Force Account basis. Mobilization will be a percentage of the total value of each Task Order and not subject to the Proposer(s)’ Unit Cost Multiplier. Work will be completed in accordance with the scope of work and specific instruction provided by an Owner’s Representative of designee, and a responsible person employed by the Contractor shall supervise all work. Prior to starting work, the Contractor shall communicate with the Owner’s Representative or designee and meet on site if requested by the City to establish a Scope of Work and schedule for the work. The extent of work typically involved may include, but is not limited to: • Sump testing at flow rates to be determined by City, using approved flows from hydrants and supplemental flows as required. • Sump system cleaning including removal of sediment and debris from sumps, sedimentation/pretreatment structures, inlets, and inlet piping. • Traffic control safety The Contractor is expected to demonstrate proficiency and skill in the completion of all work requested in these Technical or Required Services, as generally described above. All equipment shall be in good working order. 1.3 Service and Technical Specifications The City of Portland is seeking the services of Contractors to provide for sump cleaning and testing as requested. The City will provide for the overall direction, oversight and approval of the work. The work will require Contractors to provide necessary labor, equipment, materials and related pr services that are required to meet the intent of the project or request. This work could include, but is not limited to the following: • Prepare Traffic Control Plans (TCPs) for submittal to and approval by City of Portland Temporary Street Use Permitting group, Temporary Street Use Permit (TSUP) as necessary for staging equipment and performing sump cleaning and testing. • Provide traffic control services including staging of traffic control measures such as flagging, signage, and other devices according to City requirements outlined in TSUPs; • Perform cleaning of debris and sediment from sump systems, sedimentation/pretreatment structures, inlets, and inlet piping as necessary to perform sump testing, using water jet spraying and vactor removal and disposal of material at approved locations; • Lease and/or obtain necessary sump testing equipment complying with City of Portland Standard Construction Specifications for sump testing, as outlined in Section 00470, Bureau of Environmental Services (BES) Special Provision 00470, included as Attachment 4, and Technical Specifications outlined in Section 1.3 of this document; • Provide stand-alone or supplemental flow to achieve maximum flow rate using baker tanks or other similar equipment; • And other related services
