2.1 Transition Plan Review and Recommendations: • Consultant shall review the City’s existing ADA Transition Plan for both Engineering Services and for Facilities Services and suggest changes and/or alterations to that plan to ensure it is in full alignment with the requirements of the Department of Justice and the most current and adopted ADA Standards for Accessible Design. The Transition Plan shall not exceed 10 years of documented progress and shall be updated twice annually as has been adopted previously. • Consultant shall include documentation of all additions, or changes, to the City’s ADA Transition Plan in a detailed report. 2.2 Funding Plan Transition from ADA Program funding into individual departments: • Consultant shall lead City Staff in the creation of a plan for the transition of ADA compliance project funding from the current bond system to being fully funded through department-specific Capital Improvement Funding sources and budgeting. • Consultant shall develop a comprehensive plan to integrate ADA requirements into department-specific SOPs and practices. • Consultant shall possess proven expertise and success in grant writing and other resources for determining what funds are available for a Title II entity and assist City Staff in developing a plan to secure additional ADA Project funding through non-traditional means and methods. • Consultant shall include detailed documentation of all proposed additions or changes to the means and methods used to fund ADA Compliance Projects and for integration of ADA requirements. 2.3 Training: • Consultant shall work with the City’s Human Resources and Training staff to develop a Training Plan designed to meet the requirements of annual ADA refresher training as well as dispersion of new ADA practices and requirements to all City Employees. • Consultant shall provide guidance on training programs and resources needed for all City Employees to maintain required ADA compliance and knowledge. • Consultantshall develop a five-year comprehensive training plan. 2.4 Parks and Recreation Programming Compliance: • Consultant shall review and recommend additions and/or changes to the City’s current Parks and Recreation Programsto determine if required efforts are being made to include the ability for the disabled Citizens of Cedar Rapids to participate in the City’s programs. • Recommendations shall be made by the Consultant and documented for changes or additions to the City’s Programming Guidelines to ensure inclusivity for all Citizens, regardless of physical capabilities or mental impairment. 2.5 Implementation Plan Development: • Consultant shall provide guidance, direction, and a documented plan for implementation of the items demonstrated as required herein. • Consultant shall provide a documented, detailed Implementation Plan for all the areas of focus, as described in this Scope of Services, upon completion of the project. • In this final plan, Consultant shall provide documentation of specific 2010 ADA Standards for Accessible Design (Chapter, Page, and Section), documented sources for ADA Best Practices, and all other sources of proof utilized to provide direction regarding ongoing program management and compliance.
