As set forth in the WI Department of Administration’s CDBG Housing Procedures Manual, the contracted firm shall perform Housing Quality Standards (HQS) inspections (initial, interim – as necessary, and final), prepare work write-ups based on the initial HQS inspection, serve as the primary point of contact for the project applicants and contractors during construction, review contractor bids, and assist Brown County in any legal aspects of enforcement, such as appearing as expert witness(es), and maintaining required certifications and credentials. The Contractor shall be available to meet with project applicants and Brown County staff as necessary. In addition, the Contractor shall have the ability to respond to telephone and e-mail inquiries from Brown County staff, project applicants, and building contractors. The contracted firm shall perform all required HQS inspections (and obtain approval signatures) for all of the Northeast Region CDBG-Housing program and Brown County CDBG-Housing Revolving Loan Fund, including the initial inspection with photos of failed items, interim inspection(s), and final inspection with photos of repaired items. For each initial inspection, the contracted firm shall develop a detailed work write-up and estimated costs for each repair based on the initial inspection. The selected HQS firm shall review project bid proposals from building contractors for consistency with the initial inspection/work write-up, and reasonable cost. The contracted HQS firm shall serve as the primary point of contact for the applicant and the applicant’s selected building contractor for each project from repair commencement through repair completion, including obtaining signatures as necessary from the client and contractor for inspections. The contracted firm shall be responsible for performing any necessary assessments and/or clearances, including but not limited to lead paint, asbestos, and mold, or alternatively demonstrating the ability to secure the means to perform these assessments via subcontractor.
