II. Service Specifications A. Specific Qualifications or Requirements The Bidder shall: 1. Be based in Hawaii; 2. Have at minimum, five (5) years of experience facilitating discussions related to doula services with key stakeholders focusing on health care issues; 3. Have deep knowledge and competency serving minority groups in Hawaii who experience maternal health disparities, including Native Hawaiians and other Pacific Islander (NHOPI) populations, Asian, and Black pregnant and postpartum individuals and infants. 4. Have experience serving populations with barriers to healthcare, including the uninsured and under-insured, low-income individuals, adolescents, at-risk pregnant women, individuals with special needs, those in need of behavioral health care, homeless individuals, survivors of violence, individuals recently released from incarceration, and others facing challenges in accessing health-related services. 5. Provide one (1) letter of support, which includes leading discussions, facilitating meetings, and engaging stakeholders; 6. Cite experience in working with doulas and familiarity of forms and infrastructure; 7. Have demonstrated knowledge, experience, and strategy in reviewing data and implementing recommendations; 8. Have demonstrated experience in generating comprehensive reports summarizing the progress of a project; 9. Demonstrate the necessary requirements to contract with the Hawaii State Department of Health; 10. Have demonstrated knowledge and familiarity working with the Hawaii State Department of Health and/or Department of Human Services (DHS), including an understanding of the Hawaii State Department of Health policies, rules, and regulations related to procurement (i.e., purchase orders); 11. Reflect professionalism in attitude and appearance in all settings that are related to the scope. B. Description of Tasks and Responsibilities The Bidder shall be responsible for the following tasks and responsibilities: 1. Community-Based Doula Training Program: ○ Develop and execute a robust training curriculum that includes: ■ Foundations of reproductive justice and its historical relevance to Hawai’i. ■ A deep dive into systemic issues impacting maternal health outcomes, including colonization, racism, and healthcare inequities. ■ Comprehensive prenatal, labor, birth, and postpartum support techniques. ■ Cultural humility and care practices that align with Hawaii’s diverse populations, particularly Native Hawaiian, BIPOC, and immigrant communities. ■ Communication, trauma-informed care, and advocacy skills. ■ Certification opportunities to equip doulas with qualifications for sustained success. 2. Statewide Doula Team Management: ○ Recruit, train, and retain a diverse team of doulas who serve all islands, with a focus on underserved and rural communities. ○ Provide ongoing professional development, mentorship, and support for doulas. ○ Establish a referral network to connect doulas with clients across the state. 3. Holistic Wraparound Services: ○ Integrate mental health, social, and clinical care to support families comprehensively. ○ Collaborate with local healthcare providers, social workers, and therapists to ensure seamless care coordination. ○ Offer parent education programs, lactation support, and childbirth classes tailored to each community. 4. Statewide Doula Database: ○ Develop and maintain a comprehensive, searchable database of doulas across the state. ■ Include detailed profiles of trained and certified doulas, including their service areas, languages spoken, specialties, and availability. ■ Provide accessibility features for community members, including filters for cultural preferences, geographic location, and insurance/payment options. ○ Ensure the database is easily accessible to all residents through an online platform. ○ Integrate with existing healthcare provider and community resource networks to streamline referrals and increase utilization. 5. Training for Other Organizations and Community Health Workers: ○ Expand the impact of the program by training community health workers, healthcare providers, and other organizations in community-based doula care. ○ Develop a tailored training module for external organizations to: ■ Build capacity within healthcare systems and community-based organizations. ■ Empower organizations to replicate the doula model in their own communities. ■ Provide ongoing mentorship, resources, and technical assistance to ensure successful program implementation. ○ Train community health workers to integrate culturally aligned doula care into their existing roles, improving care coordination and outreach in underserved areas. 6. Community-Centered Impact: ○ Engage families in culturally aligned care to address disparities and barriers in maternal and child health. ○ Empower communities to advocate for equitable maternal health outcomes. ○ Collect and analyze data to measure program success and identify areas for improvement. 7. DOH Partnership and Sponsorship: ○ Collaborate with the Department of Health to scale the program and secure funding for training cohorts, operational costs, service delivery, database development, and training external organizations. ○ Leverage DOH resources and partnerships to increase the reach and impact of the initiative. ○ Ensure all tasks, deliverables, and activities have been completed and submit a Final Project Report to (DOH) within thirty (30) days after the end of the contract period.
