• Site Analysis – A thorough analysis prepared of the physical attributes of the property and its suitability for multifamily housing. This includes evaluating the site's topography, accessibility, infrastructure, stormwater management, wetlands and environmental considerations, prepared and signed by qualified professionals including a Registered Professional Engineer, a Registered Land Surveyor, and/or a Registered Architect, or other professional, registered in the Commonwealth of Massachusetts. • Financial Analysis – This encompasses the feasibility of developing the site for at least 50 units of low and/or moderate income housing by a private, nonprofit entity, including assessing anticipated development costs, expected revenue streams, available state and federal funding sources including grant and loan programs, and projected returns on investment. • Legal Analysis – Prepare a comprehensive review by an attorney admitted to practice in the Commonwealth of Massachusetts of the Town’s Zoning Bylaws, General Bylaws (e.g. Tree Preservation, Land Disturbance, etc.) and other local regulations, environmental laws, and other legal requirements impacting development. Determine any potential legal hurdles and potential for compliance with relevant laws and regulations. • Confer with Town officials (Community and Economic Development staff, Building Commissioner, Health Agent, Conservation Agent, others as appropriate) to solicit input and information. • Prepare and submit to the Town a written report outlining its findings on the above-listed matters, and any other relevant information the Consultant deems should be included in the feasibility analysis.
