• Updating the previous service area reports in accordance with 7-6- 1602, MCA; • Reviewing the City’s processes and forms for calculating, assessing and spending impact fees set forth in Missoula city ordinance and 7-6-1601(5)(a),MCA, including the methodology for determining eligibility of projects for impact fees; • Recommending new special impact fee districts for which transportation impact fees are necessary and/or appropriate under 7-6-1602, MCA, including evaluation of Lower Miller Creek, Grant Creek and the Hillview Way areas; a) Lower Miller Creek: The City is currently designing traffic and pedestrian improvements to Lower Miller Creek Road and proposes to use a new special impact fee district local to this area to fund this project, similar to the Sxwtpqyen area impact fee improvements. Anticipated development pressure as well as the recent construction of a new school (Janette Rankin Elementary School) is expected to accelerate the need for these improvements. b) Grant Creek: Current and proposed development is accelerating the need for a roundabout at the intersection of Grant Creek Road and Expo Parkway. The City would like this area evaluated for the feasibility of a new special impact fee district. c) Hillview Way: Similarly, the intersection of Hillview Way and Rimel Road has been identified as a potential roundabout site based on the anticipated growth in this area. The City would like this area evaluated for the feasibility of a new special impact fee district. • Evaluation and recommending of new special impact fee areas/districts for which Park and Open Space Impact Fees may be appropriate under 7-6-1602, MCA, including evaluation of Sxwtpqyen area as defined in the Sxwtpqyen area impact fee study, midtown area, North Reserve area and other as applicable. • Recommending changes to applicable city policies and/or ordinances related to impact fees; • Recommending changes to impact fee schedules set forth in city ordinances; • Recommending changes to level of service standards for particular public facilities; • Reviewing current impact fees and recommending whether the collection of these impact fees is reasonably related to the benefits accruing to the development paying the impact fees; • Recommending changes to impact fee calculation methodology where appropriate; and • Recommending changes to population, housing, land use, persons per household or non-residential projections used in the methodology report and upon which impact fee amounts have been determined. • Reviewing Impact Advisory Committee Resolution and recommending changes where needed.
