1.1. Project overview The Town of Holly Springs (“the Town”) is requesting qualifications from a design-build contractor to design, build, and commission a “turnkey” HVAC replacement project at Holly Springs Town Hall building, located at 128 S Main Street, Holly Springs, NC 27540. There are two existing direct-expansion (DX), 20-ton, split -system HVAC units that are original to the building and are at the end of the equipment’s useful life. These (2) HVAC units have (2) Air handling units (AHU #2 and AHU# 4) located in the attic space of the Town hall building and (2) condensing units (CU) at ground level in the mechanical yard. Existing systems are equipped with economizer functionality and supply variable air volume (VAV) fan powered boxes. The indoor units are constant volume with external bypass. Access to attic space is located on the second level through a service ladder. A new mechanical roof access hatch must be designed and installed for the current needs of HVAC unit replacement. Qualified respondents shall have demonstrated experience designing, planning, scheduling, permitting, and installation of HVAC units and roof access hatch. 2. PROJECT SCOPE The Town of Holly Springs intends to hire a design build team with appropriate North Carolina licensed General contractor and or Mechanical & HVAC Contractor to complete the work described in, but not limited to, the scopes outlined below. The contractor shall provide complete design, construction drawing as needed for permit & construction, labor, materials, transportation, equipment, and all other items necessary to complete the project based on the descriptions below. The equipment decommissioning, removal sequence and the timeframe for installation should be scheduled with minimal downtime. Contractors will also be responsible for hauling off and proper disposal of old units and their associated equipment and debris. Contractor to keep the construction site and parking lot clean and safe for the public and employees. 2.1. General Scope • The scope of services shall include all tasks required to design, engineer, fabricate, deliver, install and commission for Roof access hatch and the HVAC unit on the identified facility. • The scope shall also include, but not be limited to, securing all permits and approvals from governing and regulatory agencies, all labor, taxes, services, permit fees, and equipment necessary to produce and install a fully operational roof hatch and HVAC unit. • Supply all equipment, materials, and labor necessary to install the roof hatch and HVAC unit. • Provide all required design, construction, product data, warranty, operating & maintenance documentation for roof hatch and HVAC unit. • Two (2) DX split system 20-ton heat pumps to be integrated with existing systems economizer functionality and supply variable air volume (VAV) fan powered boxes. The (2) exterior condenser units are located on the north side of the Town Hall building. The replacement of (2) AHU units will result in work primarily focused on the attic space. The new roof hatch installation will assist with safe removal of existing AHU units from the attic. Refer to the 2002 Town Hall Construction Documents provided as Attachment A, the existing structural and mechanical plans provided as Attachment B: Mechanical Plan Sheets and Attachment C: Structural Plan Sheets. The (2) exterior condenser units located on the north side of the Town Hall building will also be replaced under this contract. The Contractor shall provide replacement units suitable for the intended operation and sized to match the existing equipment. Provide all appurtenances complete for a fully functional system including, but not limited to: 1. Ductwork modifications to coordinate existing duct, motorized dampers to new equipment connections. 2. Controls. (Tridium Niagra JACE is the front-end operating platform for system communication via Bacnet protocol and Distech brand controls) 3. New refrigerant line sets for 454B refrigerant with necessary leak detection/monitoring. 4. Electrical disconnects and connecting wiring. 5. Condensate piping. 6. Insulation. 7. Test, Balance, and start-up services
