1.4.1. In accordance with Executive Order 2016-03 it is recommended that as part of an overall fossil fuel reduction plan the state purchase renewables within our electricity power procurement contracts. While these agreements do not provide electricity to state buildings directly, they do provide electricity to the grid from renewable sources. As such the State of New Hampshire would be supporting renewable energy by entering these agreements. 1.4.2. The State of New Hampshire needs to gather sufficient information in order to make an informed decision about if and how to allocate renewables into the state energy portfolio. Although this will not be an exhaustive search it must provide the basis for decisions to move forward while adhering to procurement procedures while eliminating an ad hoc approach to the renewable energy portfolio mix. The state understands that this marketplace is dynamic, and our goals are to look at both short- and long-term planning in this area to help smooth energy procurement volatility, meet some of the expectations of reducing our fossil fuel use, and ensure our use of energy is as efficient as possible while reducing our energy costs
