1.01 The Anaheim Elementary School District (“District”) of Orange County is engaged in ongoing modernization projects, site development, and planning projects associated with the passage of local General Obligation Bond Measure G, approved by the voters in November 2010 and Measure J, approved by the voters in November 2016. The Measure G and J list of projects for the Request for Proposal portion of this RFQ/RFP is defined in Exhibit A – SCOPE OF WORK FOR THE REQUEST FOR PROPOSAL ⮚ The District is a public school district located in Anaheim, California. The District, serves approximately 14,597 students at 24 campuses for grades Pre-K through 6. AESD’s 22 square mile boundaries include most of Anaheim, Orange County’s largest city. 2.01 General: Monitor and advise the District as to all material developments in the Program and each Project. Develop and implement with District approval reporting methods for schedules, cost and budget status, and projections for the Program and each Project in the District’s Program. Serve as the focal point of all communication to and from construction contractor(s). Provide Services that shall comply with professional standards and applicable requirements of federal, state, and local law. 2.02 Strategic Planning: Advise and assist the District on all matters related to strategic planning, including prioritization of work, program and project planning, financial issues, and other advice, as needed. A. Organize an initial planning workshop to create baseline parameters for the Program, overall building requirements, Project(s) strategy, conceptual budget and schedule. Develop an implementation plan that will include a detailed strategy, Program Budget and Program schedule as well as identification of critical events and milestone activities. B. At the request of the District, develop and implement a Management Information System to support such functions as planning, organizing, scheduling, budgeting, reporting progress and identifying and documenting problems and solutions for the Program and to assist in establishing communications between the District, third party construction manager (if any), the Design Team, developer/builder(s) and other parties involved in the Program. In developing the MIS, the PM/CM shall interview the District’s key personnel and others in order to determine the type of information to be managed and reported, the reporting format, the desired frequency for distribution of the various reports, the degree of accessibility by potential users, and the security protocol for the system. The system will allow for monthly progress reports to the District regarding the schedule for the Program and each Project(s). C. Advise the District as to the regulatory agencies that have jurisdiction over any portion or all of the Program, and as to coordination with and implementation of the requirements of the regulatory agencies, including without limitation Division of the State Architect. Coordinate transmittal of documents to regulatory agencies for review and advise the District of potential problems in completion of such reviews. D. Determine construction feasibility, availability of materials and labor, time requirements for installation and construction, and factors related to cost, including costs of a
