The Illinois Department of Transportation (IDOT) seeks to procure a commercial off-the-shelf (COTS) software as a service (SaaS) hosted solution to replace the current systems used for vendor, contract and letting management purposes. A major goal of the department is to deliver transportation improvement projects to the public. The systems used for vendor, contract and letting management play a vital role in that process, as they are used to manage all aspects of the transportation project life cycle after the programming and planning phase is complete until projects are ready for execution. This includes estimating projects, publishing, and advertising projects for bid, authorizing vendors to bid, analyzing bid results, as well as awarding and executing contracts.
