The District is planning to implement a number of projects in the Pipeline Flood Area using the PROTECT grant funding, including but not limited to expanding the Copeland Detention Facility, improving drainage facilities adjacent to the highway, constructing a new storm drain system that will cross the highway (only the highway crossing will fall under the Protect grant), enlarging a culvert crossing the highway, and other associated flood mitigation measures upstream and downstream of the highway. The FHWA requires the District to secure an Environmental Services firm that will serve as the NEPA Project Manager, be the single point of contact, and be responsible for providing the necessary archaeological and other studies and documents needed to meet Federal Highways’ requirements. Several environmental firms have conducted work for the District and others in this area so working to secure prior studies and NEPA clearance information will be necessary.
