A. Design a program to offer inspections/audits of homes within Blaine and to assist homeowners with the cost of modest improvements through administration of a grant program (maximum household grant expected to be around $2,000-$3,000). B. Implement the above program including: a. Scheduling audits/inspections b. Reviewing income documentation of participants (EDA staff can assist with guidelines for completing income verification) c. Recruiting and coordinating contractors d. Distribution of grant funds C. Provide all necessary reporting information to the EDA on a monthly basis, including funds expended and income verification documentation for participants. D. Promote the program while offering educational opportunities: a. Prepare and distribute print and digital marketing and educational materials in coordination with EDA and City staff. b. Promote the program and provide aging in place educational programs at the Mary Ann Young Center at least two times. One of these programs should occur at the Spring Lake Park, Blaine, Mounds View Fire Department Senior Safety Fair in April. c. Promote the program and accessibility improvements in general through video. Video may include social media posts prepared by city staff with content from vendor and/or stories on North Metro TV. E. Refer participants with larger accessibility improvement needs or general health and safety home improvement needs to other resources for assistance. EDA staff can assist in the development of a resource list.
