The contractor shall be responsible for providing a comprehensive online performance management system that shall replace the current paper-based process. This system must facilitate goal setting, performance reviews, feedback, and documentation, ensuring an efficient process that supports both employees and supervisors. The contractor shall provide the following at a minimum: System Implementation: Provide an online performance management system that integrates with Tyler Technologies MUNIS/ERP. Customization: Ability to customize evaluation forms, rating scales, and workflows to meet the City’s needs. User Access: Enable access for all employees and supervisors, with appropriate security and permissions levels. Training and Support: Offer training and training resources for HR staff, supervisors, and employees, and provide ongoing technical support. Data Migration: Assist with the migration of existing data from the current system into the new online platform. Reporting: Flexible reporting capabilities with the ability to generate customized reports, analytics, and dashboards for tracking performance trends. Compliance: Ensure the system complies with all applicable laws, regulations, and internal policies. The product shall have the ability to go into the administrative system and make retroactive adjustments to due dates and received dates. The system must be easy to use and have flexible reporting capabilities with the ability to run both standardized and customized reports, preferably in excel format as an option. The system must allow for the City to customize the employee portal with client specific branding. The contractor will have procedures in place for system updates, patches, and maintenance. A test environment for the performance management software shall be provided. This environment must allow for thorough testing and evaluation of the software’s functionality, usability, and compatibility with our existing systems before full implementation.
