Task 1- Emergency Infrastructure Restoration-The Push The Contractor will provide management, supervision, all labor, equipment, and materials needed to clear the Parish road network of debris within the first 70 hours of disaster declaration,” The Push.” The Parish and their Parish Designated Agent (PDA) will provide a list of work areas and roads for the contractor to push debris from the travel lanes in a priority order. See Attachment - “M” - MAPS- Priority Roads and Road Classification (East & West Section) Parish roads/routes are separated into four classifications: 1) FHWA Eligible State Routes 2) FEMA Eligible State Routes 3) FHWA Eligible Local Streets 4) FEMA Eligible Local Streets Invoices for roads cleared must clearly indicate one of the four classifications above. The Parish may elect to not activate the Push contract depending on the level of intensity of a hurricane or the magnitude of the emergency event. The Parish reserves the right to mobilize enough forces to handle the event at hand. The Contractor will be paid hourly for equipment and manpower at the rates proposed and agreed upon. All work must be documented as it is performed, including equipment type, operator name, and work location with start and stop times. Idle equipment or idle labor time will not be documented nor paid (for example, equipment trailers will only be paid for time transporting equipment). Mobilization is included in the hourly rates for manpower and equipment. The period of performance shall be limited to the first 70 hours after the disaster or emergency declaration. There can be more than one period of performance within the contract term, including any extensions. A separate Notice to Proceed will be issued for each event requiring services. The Parish seeks to enter into a time (hourly rate) contract with a “not-to-exceed” amount determined by the magnitude of the disaster event.
