The Village of Estero (“Village”) is seeking a qualified firm to complete a Vulnerability Assessment for the Village. The assessment is expected to be a comprehensive assessment of the Village’s vulnerabilities to environmental conditions. Environmental conditions are expected to include storm surge flooding, rainfall flooding, sea level rise, and drought conditions. The selected firm will assist the Village in refining the list of environmental conditions. The assessment will include model/predictions for environmental changes, identification of critical public assets/infrastructure, identify vulnerable private and public assets, and develop plans to reduce each vulnerability. The assessment will include updating the Village’s stormwater model to adequately assess rainfall flooding vulnerabilities. The vulnerability assessment will help the Village better understand which areas of the Village are most vulnerable and provide recommendations to reduce potential impacts to life, safety, and property. The Village was awarded United States (U.S.) Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) funding through Lee County for this Vulnerability Assessment. The selected firm will prepare a Vulnerability Assessment pursuant to Section 380.093, Florida Statute (F.S.), and the requirements of the CDBG-DR grant. The proposed scope of services includes: • Public outreach meetings and community engagement • Data and report collection including GIS database • Review of publicly available information • Update of the Village’s stormwater model • Storm surge data and assessment • Assessments of drought and sea level rise • Critical asset determination and evaluation • Identify vulnerable areas • Recommend short-term and long-term efforts to reduce vulnerabilities
