The successful bidder will perform a range of services, including but not limited to the following: • Financial and Business Model Development: Design a business model to ensure project sustainability and create a structure for revenue distribution to low-income residents through utility bill credits or financial assistance programs. • Community Engagement: Develop and execute a comprehensive outreach plan, including public meetings, surveys, and informational materials. Engage community stakeholders, particularly in R3 and EJ areas, to ensure active participation and feedback. • Organizational Development: Assist in structuring a project team with clearly defined roles and responsibilities within CWLP, ensuring alignment with CWLP’s operational structure. • Site Identification and Feasibility Assessments: Conduct assessments to identify the best site(s) for the solar array, considering environmental, technical, and community suitability. • Regulatory and Compliance Support: Provide guidance to ensure compliance with all state and local regulations related to community solar development and financial assistance for lowincome households.
